Well in this case it's a nod to his voice actor from Gem Fighter and Pocket Fighter (Soichiro Hoshi), as well as a way to differenciate him from the BoFIII Ryu (the BoFII Ryu at least had the last name of Bateson)

Side note, Sagat hasn't been a villain in twenty years - Street Fighter Alpha 3 had retconned him into not being part of Shadaloo during SF2.

I only have him on the villains side because of his rivalry with Ryu (rekindled as of SFV Arcade Edition), and Bison still considered him his number 2 until F.A.N.G. replaced him in SFV.
