"20, T: Put a time counter on ~."
"T, remove a time counter from ~: you may take an extra turn after this one."
"If you would lose the game while ~ has a time counter on it due to having 0 or less life, instead you gain 20 life."
This is the best I could do for formatting. The specifically of the "not losing" scenario makes it highly questionable and a lot weaker. Here's how I would do it: "If you would lose the game while ~ has a time counter on it, instead shuffle your hand, your graveyard, and all permanents you own into your library, then draw seven cards and your life total becomes 20."
That works much better and is much more useful, since it also protects you from decking and lose/win effects.

I think it's actually quite an improvement; though there's a bit of a problem there, you'd be left completely vulnerable to anything, as you'd have nothing on play; so I figure it's best to make all players undergo the punishment

Yes...actually, considering it takes 20 MANA to get a counter on it, I think that's perfectly fair. Just apply the effect to all players. And that's exactly what the card Lich's Mirror does. Stops you from losing the game, but leaves you completely vulnerable to whatever is attacking you.

What do you think now?
It's almost like restarting the battle when you're about to loose (reminds me of when I played a game and wanted to avoid loosing)
And, since it's supposedly a time machine, it returns you to the "beginning" of the game

Looks fine. There's a few mistakes...here's how it should look:
"If you would lose the game while ~ has a time counter on it, instead all players shuffle their hands, your graveyards, and owned permanents into their libraries, then each player draws seven cards and each player's life total becomes 20."

Modified it a bit, there was a chance you could play it's ability as many times as you wanted, so I downgraded it a bit

I dunno...20 mana is a lot for an activated ability. I thought it was fine as it was. Time Vault is pretty broken and this is a lot more costly to use than Time Vault, so in theory this should be fine as it was...but yeah, it's your card.

I just imagined that *Case scenario* You have enough mana to pay it, use an ability like DaVinci's and untap it and take the counter out, so you've got another turn; which you pay for another Counter, untap it and use it again... again... and again, until your enemies don't have any life left; basically, you'd win the game.

Well yes, but...well, your card.
Seems fine to me. Should say "If you cast ~ from your hand, ~ enters the battlefield with a time counter on it."
