It, says here he was born 7 years before Goku and I assume Bebi was either born at the same time or created a considerable amount of time before that.
From recent changes you imply...no, outright say that he is a thorn in everyones thighs far earlier than the GT Sagas..
So...I'm assuming they meet/see him somewhere in the Pre-Gokuwasborn Sagas or they see him during their travel to namek.

It is. I actually don't know what in the description made you come to that conclusion. I guess maybe you misconstrued the "designed to return and wreak havoc on the Saiyans" part as the events actually happening, but they don't...and that was actually intended for Bebi, not Big Red here (as he built his own body during GT and didn't have one to begin with). As the intention was always for them to escape Vegeta and then exact revenge later, even in the original franchise, things just didn't work out for them as they intended and it takes a lot longer.

this is really cool but does Hatchihyack's role mean that other character's will get diminished roles or be powered down. For example I don't see General Rilldo playing as big of a role with this guy in the picture.

Powers are irrelevant, as my rewrite of GT was going to overhaul pretty much everything in that department anyway (for the whole project really), Hatchihyack himself won't be the reason for any changes I make.
Rilld will get a very minor shove to the side during the M2 events, but I also intend for him to appear earlier in the story, so I think it balances out pretty well. His role will still be the same regardless of the little drop in importance though, as he'll still function as the leader of M2 and going through with all the transformations in an attempt to capture the Saiyans for his masters, he just won't be the final obstacle between the heroes and Bebi.

Maybe, who knows. Even though they acknowledge and want them, Funi hasn't gotten any of the specials from the franchise other than Trunks, Bardock, and Goku Junior years ago... With the way licensing contracts works, they may actually get DBZ2013 before the specials.
