I would have used a Circular Polariser and a Neutral Density Filter (Stops it down 4 stops of light)

I've tried so much to take a photo like this, with the flowing water...but it never comes out, at all...always too bright, even when i increase fstop and lower iso...Any tips?

i almost always shoot on 100iso, for this shot i think i was at max. fstop, so maximum shutterspeed. I was using a Neutral Density filter and a polarising filter. I was mainly fiddeling with the polariser, with or without reflection seems to give you different effects depending on wether you are in direct sunlight or not
