this would be someones character from SRON oekaki. I was browsing through the drawings and saw this character, thought it was cute, so I drew it. The person who made the character is Hamstar I think. haha I don't even know who it is that made this. what the hell. anywho, eevee belongs to pokemon, this design (i hope) belongs to Hamstar and uh. Yeah, I think it's the neck ruffle thingie. Wockies, cybunnies, tonu's, yurbles, usuls, and a lot of other neopets have it.
