As far as taking weapons from other ponies, I assume that in order to take it from another pony, their magic must be strong enough to overpower the magic of the original possessor and take control from them. It's like if you have a sword, I can't just take it from you, I have to be stronger than you enough to overpower it out of your hand. Same concept but with magic. This is of course just my take on it.

Simple. If a weapon is wielded, then it's in the other pony's possession, and taking it is a check to pick their pockets. What kind of unicorn has training in thievery skills? And I'm sure there's some kind of dumb modifier for trying to use levitation for that. We're looking at a natural 18, MINIMUM.
