my bad, the saiyans need to be pure hearted... well its still possible. If he managed to get all of them and make wishes with the dragon balls for them to be pure hearted... or he can get other pure hearted saiyans and force them into it or he would destroy the planet XD

SSG was never proven that pure hearted saiyans can only do it. Vegeta for example isn't pure hearted. Akira also stated it to me.
