This was a interesting challenge. I was sort of stumped with the muscles in the neck. So I used long necked birds like ostriches for figuring out the muscles in the neck. And reptiles, mainly sea turtles to figure out the muscle in the fins and body. Hopefully this is accurate, I tried doing as much research as I could to get as close to realistic as possible. The body is done in markers and colored pencil, background is painted in acrylic paint, and the labels added through Illustrator. The limbs should not be swept back that far... the are used as broad, inflexible hydrofoils to generate lift... not paddles to push.
Muscles on rear limbs are overly done.....

Although yes, the neck is shorter than it should be, this is fantastic! We need more muscle studies for extinct animals.

You asked for a critique, so here goes. The neck seems awfully short for an elasmosaur. Here is a skeletal for an elasmosaurine plesiosaur
You'll notice in your reconstruction the neck is shorter than the rest of the body but the body should be shorter than the neck. It also appears that you misunderstood how the muscles of the back attach to the neural spine of the vertebrae. There should be a line of tendon down the spine showing the muscles anchoring to the spinal column. Pectorals wont attach to the neck, I would guess that they would anchor to the sternum fused scapula thing they have. You seem to have greatly embellished the hips too. The attachment points for the muscles would be far closer together and probably look more like this images.fineartamerica.com/imag… . You have also greatly lengthened the arm of the animal, notice the proportions of the skeletal I linked earlier. Overall I think you are on the right track. You just need to slow down and spend some more time with research and observation

Thanks! I'll be sure to work on that. This was by far the most difficult reconstruction I've ever done.
