Ignoring the cause of jurisdiction and the Lieutenant's efficiency, they are building an armory by taking it from the government, and that means that either they have a lot of people to arm and are desperate for weapons and this isn't personal or the emperor wants to change his title to Big Brother and they are trying to stop that from happening.
