I experimented on a few 'render' options from Photoshop and found out that some of them are quite neat.
At first, this was supposed to be a normal 'smile at the cameraman' picture, but it went digital-matrix-like when I added stuff with Photoshop.

That's not Cream and Tails thats Amy and Tails. You can search images of the Sonic characters if you wanna make sure who's who.
