Hmm... Well like for example, when someone uses the mention in their journal I won't get a notification for it. If someone mentions me in a deviation I get the notification but not always for journals. It's weird. .-.

You would need to confer more with help , but my guess is that the journal was either edited, or changed in some way after being posted and that when it first was posted, you were not tagged. An edit to the journal would result in you not receiving a notification.

I'd suggest to add info about the limitations of tagging though. It seems if you tag too many people in one comment/ deviation description, they won't get notified at all.
