I believe her body type is rather teasing but that may just be me. From the way the cat boy is standing it's clear he's talking to her. So what I believe it to be is a large cat girl has become frustrated with the lack of attention from the cat boy. In order to remedy this she has set herself in front of his home effectively requiring him to climb over her if he wants to get to it. The cat boy still hopes to reason with her and convince her to move seeming to forget the natural stubbornness found in cat girls.
