(Second take on this description, since I accidentally erased it once.)
Yet another "new" character. Some know him as Time Turner, just a regular earth pony who maintains and repairs clocks. Some know him as The Doctor. Who is he really? I leave that to your imagination, I won't dig into his character any further.
As for him and Colgate/Minuette, their relationship is purely platonic.

Okay, okay, Nightmare Moon used a powerful spell to extend the night time indefinitely, ie temporal expansion. That, combined with the line "...it's either Canterlotean buisness or someone equally powerful..." make me believe it's a subtle reference to Moony. TriteBristle even said it was related to her.
