Yet another "new" character. Some know him as Time Turner, just a regular earth pony who maintains and repairs clocks. Some know him as The Doctor. Who is he really? I leave that to your imagination, I won't dig into his character any further.
As for him and Colgate/Minuette, their relationship is purely platonic.

Can we seriously have an MLP fan work that DOESN'T involve Dr. Who?Β Everyone thinks they're clever, but seriously it's rarer to see one WITHOUT him than with him.
Is there some kind of law that states MLP fan works have to steal from Dr. Who? Can it not just be left alone?

Although it seems to work fine here, there are times where I agree with you completely. Yes, make all of the cross-over Doctor/MLP stories you want, but sometimes a reference breaks the flow of a story, especially if it's an overused one.Β I'm working on a Doctor Whooves fanfic myself, but I wouldn't dream of putting him in any of the other stories I'm brewing; he just doesn't belong there.
Note: It might belong there eventually, though. Doctor Whooves is getting increasingly closer to canon; it started with the older collectible cards referencing Doctor Who (they used the phrase timey-wimey on a Time Turner card), along with a bunch of (fan-pandering) merchandise. It received a major boost with the IDW comics, where some of the alternate covers, and a number of visual references in the comics themselves, make clear Doctor Who connections (The most prominent of the in-comic ones is in part 4/4 of the Nightmare Rarity arc, where The Doctor appears repeatedly in the background, sometimes more than once in a panel.). And starting in the recently ended season, references could even be seen on the show (it seems that his current companion is Rose(-luck)). So, yeah. It's so close to canon that complaining about it is becoming difficult to justify.

And this is pretty much all the spotlight he ever gets in this whole comic, so it's just a one-time reference like the other ones (South Park, Bioshock, and so on).

I'm loving your comic so far. You really bring to life the background characters in a believable way, all of them. You don't even have to be a shipper; this is pretty much that second show about the background ponies that everybody would kill to see made.
Extra kudos for the use of Lyra's 'humans' thing. I was getting tired of it around the fandom because you want to see your favorite background pony fleshed out more and instead all anyone does is make the same joke for the millionth time about the way she was seen sitting once ever... but you managed to use it cleverly and expand her.
Naughty with Time Turner/Doctor Whooves. Made it sound like some ominous things were brewing...Β
