(Second take on this description, since I accidentally erased it once.)
Yet another "new" character. Some know him as Time Turner, just a regular earth pony who maintains and repairs clocks. Some know him as The Doctor. Who is he really? I leave that to your imagination, I won't dig into his character any further.
As for him and Colgate/Minuette, their relationship is purely platonic.

I picture him as The Doctor when he's being adventurous, but as Time Turner, when nothing is happening. Remember when he had split personalities as David Tennant, the 10th doctor? Seem familiar?

They a bit later went to the shop and bought some candy. And were never seen again (by the readers, as with this page their comical role is over).

the doctor is a time lord, from the planet Gallifrey from the doctor who series. hes over 1100 years old. he travels through time and space, ina time machine/spaceship known as the TARDIS ( time, and, relative, dimension, in, space) which is disquisted as a 1950's police public call telephone box. No one knows who his real name is, and i do think neither does he, so everyone calls him the doctor. hes look resembles the 10th doctor. the show is basically is about this, everywhere theres an alien incursion that threatens the whole human race, he is there to protect the earth from that said threat. he is also immortal, he can never die. so when he has a serve injury, something that can kill a normal human, he goes through a process known as regeneration, which he not only heals, but changes his how entire look.
and thats all i know about doctor who. you have to watch the series to know what am i even talking about.

Thing is, the doctor will ALWAYS attract attention, if even the slight amount is given to him by the creator. It's like... I tell you I have a rabbit in my backpack, but I never show it to you. You will spend the entire conversation thinking about the rabbit.
