Well, I guess that answers my question, then.Β I figured it was probably destroyed.
Version one was built within a year. Version two was never built at all. How long will it take to put up version three, or at least the parts we really need?

nahh it's nbd that you didn't quite guess! 'commission' isn't really used that way online! in this document its definition is a noun, and means "a group of people given a task to complete and granted the authority to complete it"
so in this case instead of being luna's commission, as in she's paying someone to make her something, it's the "Lunar Commission," the official name of a group of ponies she got together to work with her on something.

hahah I think the ponies are vegetarians if not actually vegans (they seem to use cream based products so I guess they're just vegetarians by nature and not through some kind of moral choice) but maybe celestia eats tofu dogs.
maybe people don't have tofu dogs around canterlot and they're an invention of a far off land. and they aren't very good because let's face it hot-dogs are the lowest form of food anyway and making it into tofu would just make it worse, but she keeps on ordering a package every year because it mystifies everyone else

oh hahah no I mean, page one doesn't give any more away than page two does. all we know is that it was built by a group called 'the lunar commission', the commission here understood to mean 'a group of people officially charged with a particular function'
