Kefka Palazzo,
madman and villian extraordinaire

ruler of a star wars-esque Empire

General Leo Christophe,
loveinterest of Terra and Sabin, martyr and pretty cool guy

Celes Chere,
dominant semi-cyborg and warrior-woman who is used to giving orders and kicking ass and unused to having feelings, but still falls head over heels for Locke

It's bloody difficult to find good reference for the clothes on these people (that goes for the previous two as well), with tiny sprites and Amano going for the dynamic approach with poses and frequently varying costumes a great deal from one drawing to the next.
This one is coloured by the computer, as opposed to the previous two, which I did by hand.

also, while I was at it, I edited the earlier two a slight bit, because discoloured backround is easier on the eyes
