I absolutely LOVE this! BUT, since this is a critique, i have to add more then just
"omg i love this so much XOXOX". Lets start with shading, because that is what stands out the most to me. The shading is smooth, and gives a rounded feeling, while all in all finishing the shape of the drawling. the light around the broken horn casts realistically on the face. The expression is tired, and sinister. It fills you with a sense of foreboding, and makes you want to know more.
Lets move on the the ONLY thing i do not like. the lighting with the red on the back of the hair is a little strange. it is highlighted at the edges, but with the gradient it more looks like red line art rather then lighting. Up at the top where the hair is more purple, the light stays red-ish, which is right, but i think it should be toned down just a bit. WAY better then anything I could draw, and an amazing piece of art.

Tempest is seriously one bad-ass villain. I mean, that scowling superior expression alone. And all the while (in the movie) certain small changes of her expression seemed to make her come alive more than what one would think. Nice work, man

This is probably my favorite Tempest fanart I've seen so far. The use of lighting is phenomenal and makes this piece stand out from the rest. I also love how her expression is very calm and subdued, but the bolts of energy from her horn are intense and energetic. It's a nice juxtaposition that conveys her character very well.
