that's part of the "fiona" texture, a high res image mapped onto the 3d shape. there are some displacement maps to give it a 3d texture to helps with the matte finish The lips also have a glossy shader that makes the light "shine" on them. They also have a displacement map to give them texture. the shap, itself, is the Victoria 4 character from DAZ. i added some morphs to give it "character". then took the fiona texture and layered it on the shape.
