I did it with PS. I simply downloaded a bokeh picture from DA (but I don't remember which one exactly) and on PS, I copied the texture on my photo and switch the bokeh photo on " superposition " (in french...but I can't tell you what option it's in english, maybe screen but I'm not sure )
