Because James is as fabulous and intimidating as a Jigglypuff, and Jessie is as fabulous and intimidating as a Charmeleon. And has that head extension.
I couldn't pick a more appropriate Pokémon from the later generations, as they didn't exist back when Team Rocket was first introduced.

i see charmeleon having that head extension as part of it being the choice was a nice touch ^V^ i just noticed now the extension is curved at the end
it's the little details like that, i really like (even tho admittedly i didn't noticed it at first glance ) but it really brings the piece together
it somewhat reminds me of painting, me learning it's ways anyway i like cartoons more tho but people say learning realism helps alot
