So I just realized
in the episode, Luna said Celestia had to deal with the nightmare or it could have serious repercussions on Starlight's psyche
During the thousand years Luna was gone, there was no one to deal with the nightmares
then you realize that most of the cast (main and otherwise) are not the most mentally stable ponies, especially Twilight and Pinkie

The moon raising could explained by Celestia hiring a bunch of unicorns to raise the moon and firing them as soon as Luna came back. I just hope some of them don't hold a grudge. (cough future villain)
As for the dreams she didn't. However on the bright side it would provide the need for psychologists to exist in Equestria.

Celestia's name derives from the word celestial meaning Heaven, of the heavens, or sky. Celestia and Luna are both celestial mares due to the fact they can transition day and night. The two main celestial objects we see in the sky are the Sun and Moon. Celestia has such an outspoken name mostly because of the plot at the beginning of the show, she had to take over the role of raising and lowering Luna's Moon. In any case, and there's proof of Celestia raising the moon during episode one in season seven since we see her do it, Celestia is more than capable of transitioning night as she can the day. And if the roles were reversed, Luna is capable of doing the same.

Seeing as this is at least the second time in show canon where it's stated Celestia's powers don't work in the dream realm. It's pretty safe to say that the citizens of Equestria had to deal with their own nightmares for 1000 years.
