I can't help but think that the last panel is some sort of reference. It somehow feels inexplicably weird, not just plain creepy. Am I wrong?
As for the theory itself, I personally think that either Luna had still been doing part of her job from the Moon, or ponies just had been going insane with nightmares from time to time, or maybe both at different times.

Simple answer. No one. Luna didnt create the dreams she only helped ponies to get through the bad ones. I actually have a headcanon that Luna helps ponies in dreams not because its her duty as princess of the night as she said but because she feels responsible for everyones dreams.

I feel this episode greatly reduced Celestia. She's supposed to be a much stronger and more mature character.

I think it makes her more relatable. Even if she's the most amazing pony who ever lived, she still struggles with the things we do and sometimes makes mistakes. She probably well understood the importance of not overlooking the work of others, but sometimes the most educated people miss the simplest things.

But she's not meant to be relatable. she's meant to be above every other pony and be an inspiration. I understand the idea but I just don't think they did it skillfully enough to do her justice.

I can understand being disappointed with execution, but I definitely like seeing her be something like us in private. Like how she hates the galloping gala or she worried like Twilight did. It's a nice thing. She's too static and pasty otherwise. Like unbaked dough.

Yes I get that but she's still supposed to be a more mature character. She's a fully adult mare that has been responsible for many for millennia. She should not be portrayed this vulnerable and petty. I don't want her to be always stoic and serious but be cheerful and silly in a more controlled way.
