"One of the more "controversial" ideas presented by the Universalist movement, Ideological Containment States, or ICS's, are government controlled states and provinces created for the sole purpose of housing movements and groups that do not agree with or like the current administration. In China's case, the remnants of the PRC and Dengist movement, banished to a warm jungle planet near the Han system. Other notable ICS states include the U.S ICS State of Donald, the UK's ICS Province of Cromwell, and the Ba'athist's ICS State of Laden."

The Chinese Federation took a page out of medieval Europe's book, "If your citizens believe in something no longer hip, banish them to a new world on a large ship!" Also will eventually write an article about these, once I've got the time.
