This is Hye and Hidden. Hye is the human squatting on the fence trying to catch dragonflies, and Hidden is the dragon.

The boy was bitten by a strange snake-like creature and infected by something known as the 'the black virus'. This 'virus' diffuses through your system until you have been completely infected, then metalizes when given a catalist (something that threatens the balance within the body, like danger, poison, or anything life-threatening). And, though his friends tried to help him, he was captured by the City, of whom removed the symbolic form of his catalized infection for use as a weapon with 'the hand of peace'. The dragon was beyond thier influence, however, because of a man called Mongoose, and was reclaimed by Hye. The two, along with Bon, Mongoose, White Spider, and a woman managed to fight thier way from the city. And here he is.
