Is it double encoded with another cipher?Also the guys on unfiction tried a letter frequency attack but found discrepancies to indicate a substitution cipher with another layer of code. Any hints? How is the message read?

Have you considered triple encryption? Have you tried looking at it other ways? As in reading it another way?
