steps of making this,since some people asked for tutorials, but im not good at explaining :V
so here you go, i hope this helps.

Q1:what was the blurry thing u did in the second last step?
Photoshop.
I merged and duplicated the layer of the girl separated from the Background.
and used the duplicated layer over the original one, and used (Filter>Blur>Gussian Blur)
then set the Layer as Overlay, (layer Opacity= 40-44%)
