That can be a hard request as city organizations tend to be conservative and not liking "flashy" anything - newspaper or magazine ads, TV commercials - and website designs. Having said that you might try adding pale textured backgrounds to different areas on the page - "directory lisitngs," "site info" and the like - perhaps a fine canvas or sandstone effect in pale aqua or blue.
