Yes, this is exactly what it looks like, Megatron and Soundwave are looking for new recruits for their army when they stubble upon a Kaoning rave c lub and happens to find a certain pole dancing seeker in amidst. Lets just say Megatron really like his dancing A LOT!Long story-short Starscream was recruited into the Decepticon ranks.
The Kaonian c lub here was inspired by the club scene in the second episode of Samurai Jack.

Samurai jack walking into a cybertronian rave club, full of dancing femmes inside the bubbles on the top, while all of the decepticons dance on the dance floor. Attoya - Forest Dreams or some other darkpsy music play loudly in the background. It won't be too long for him to be in a heap of trouble with the other decepticons.
Jack accidentally bumps into a random decepticon seeker
decepticon: What! *looks down at Jack* Organics like you don't belong here fleshling, So move it!!
Jack: Please forgive for I didn't mean to bump into you.
decepticon: *Takes out his sword* You will be more then sorry once I'm through with you meat bag!
