In my head cannon, Sentinel Prime is one of the members of the high council, the group of cybertronians that governs each city state, there are 12 members for each city-state, Sentinel prime being one for Kaon. They create laws, rules and regulation that usually not in the people's favor, especially in Kaon. Such actions like, banning firearms against civilians, and only the military of the government body could have them.

As the member of the High Council, Sentinel Prime has always enforced: the caste system among his people, control of the media, promoting his co called "healthy" chemicals in energon, brainwashing, "shut up and don't question" ideas, slavery, gladiatorial entertainment, hating on individuals ideas, ensuring that his people are misinformed, promoting a police state take over, to punished and enslaved, and ensuring that EVERYONE is part of the SYSTEM.

His actions are often questionable by the other member, but because he a prime they dare not question his worth. He wanted everything to go his way, he wanted everyone in Kaon to be monitored and spy on, whether they are slaves are not. Because of Sentinel, there has been less freedom in Kaon, anyone that are poor, or has a low income are consider worthless. Halogen was the duly-appointed moderator of the High Council who was always on Sentinel side, he too wanted full control of the Kaon, either through socialism, or social control of the trend. For over the years, there has been many protest in the Council Hall, however they never last long. With restricted laws and regulations that makes it harder for civilians to speak on their concern on Kaonian government, its no wonder they are afrid to speak their minds about the current situations in Kaon. ,Even leaving the city-state makes it harder for the civilians. Little by little the people of Kaon has gotten used to the "control and fear" of the High Councils, and they have been more dehumanized by watching the blood and gore of the gladiatorial arenas. Sentinel Prime has kept his popularity through lies, main media promotion, brainwashing, and to make him appear as the "hero" when a these "terrorist attacks" happens in some parts of Kaon.
