Not all of the inscribed symbols here are for decoration. I can clearly see an Aum written three different times. Plus parts of the inscriptions (the ones in the heptagram/7-pointed star) look like devanagari (sanskrit writing) minus the upper horizontal bar linking letters of a single word.
Still, this transmutation circle looks epic. Now the hard part is finding enough of something to actually make one on the ground.

Yes, there is meaning to number seven in this, however the letters have no meaning - as you mentioned it's just a decoration.
