This here is a scene from The Rise of The Machines Saga in which Ultron Sigma and his other Metal Overlord Allies begin their uprising, during this saga, Ultron Sigma infects many of Nexus-Earth's machines with the Sigma Virus while also using Skynet to access the Warheads across the Globe.

One of the machines infected by The Sigma Virus is The Executor Training Robots used by The Hero Association. Which Ryu here encouters and defeats on his own. Taking the last one out with a Hadoken and doing it all without turning into The Crimson Falcon Ranger.
