I have a headcannon that his teleportation ability requires a sort of phrase to activate, and that 'I know a shortcut' is completely necessary for him to say to activate it or else he cant teleport
or if he can, it's always to the wrong place and he's always naked/body part rearranged in weird ways and other unpleasantness

I've always enjoyed wondered what his shortcuts were but now I'm guessing they're the time machine maybe. And I'm only now getting it *facepalm*

His time machine is broken, so it'd be bothersome to go to his workshop just to go back in time.
I feel like he can stop time, which would make sense, since in the genocide route, after making Sans tired and then you try to move, he'll quickly put you back in place, same thing could be said about his shortcuts.. Or I am just overthinking it and he really does know some shortcuts after all without the help of messing around with time.

I think he's just used it enough times that he developed time abilities that he can use on a minor level like a few seconds to minutes.

I think it's due to his and Gaster's research.
Gaster made a mistake and fell down from the Core, resulting in him not existing but EXISTING. He's there, but you can't see him or hear him.
He got lost in the space and time continuum.
Perhaps, Sans exepermineted a bit more before Alphys took over and gained powers that made him control space and time?
Papyrus mentions it once you first entered Sans room. How Sans was 'messing with you with time and space'.
I think he actually has the power to teleport. But by the number of times there have been resets by BOTH Flowey and Frisk, I don't think he remembers Gaster much.
It's weird too though...what was Gastet doing? Is he a bad guy? The gray NPC's hinted it when you talked to them...maybe I'm reading too much into it.

When Frisk and Sans go to Grillby's, he stops time to tell you about Papyrus, and Flowey. So, I go with the stopping time theory.
