Did you intend for this to resemble a seahorse? I like it, though I've picked up on several meanings. One, the smallest (lacking in something, ex. education, money) has room because everyone who has more than him are at the top: a negative meaning, to some. Two, the smallest has something and is at the top. Or Three, that it is in a crowded area but because of it's smarts and skill, can easily deviate around everyone else. It depends on how you look at it.
