Okay, what we have here is fairly easy to explain. Sam did get caught, and as you could see, she is in handcuffs.
However, I don't think Janine is going to keep her in handcuffs or put her in jail. All she wants to do is take this picture of her on her own cell phone to show
her friends, (who are also big fans of the show Danny Phantom,) that she actually met Sam Manson from the show.
Another possible scenario is that, Janine somehow knew that Sam also took a picture of her in her leotard, as well as seeing that she ate some of her cookies.
Now although she has her cuffed, one can assume that the only reason she is like that is so Janine can get a picture of her while hand-cuffed as a publicity
stunt. (In other words, to show her friends that she actually got a picture of Samantha Manson from Danny Phantom while in the precinct, in case her friends
don't believe her.) And, that although what Sam did wasn't right, because it's San Manson, she did let her off with a warning. On the other hand, one can also assume that because Sam snapped a shot of her in the leotard, Janine, using her own phone-(a Samysung,
no less, 
Maybe now, Sam would think twice before ever shooting any more pics of women that are partially dressed. I say that because now, she knows what it's like
to be on the other side of the lens and have her photo taken, not exactly, but almost partially naked. (You will also notice that Sam's panty sides
go over her hips somewhat, revealing how high up Sam's butt her panties are riding despite her wearing purple leggings.)
