Where does it say that Prussia is not willing? A person about to be raped usually doesn't look so consent and would probably try to fight to get away. Is Prussia doing that? No.
Yes, rape and rape culture is fucking disgusting, but assuming that just because a person is in there the other one will be raped, that is sick. Russia is not a rapist, Prussia is not a rape victim, they're fictional characters and rape isn't implied anywhere in this photo.

Do you think I would have named this picture "fear no more" if Russia was trying to rape Prussia? Don't you think Prussia would look more resistant and scared if that was the case?

No, because you say that I portray Russia as a rapist, which I am not, based on nothing at all. I am not saying you should like my photo or this pairing, but at least have some respect for the cosplayers. We all have different opinions, and if you don't like Russia together with Prussia, fine with me, but for god's sake, let other people do it without saying that it makes them portray the character as a rapist.
It is very insulting and offensive to hear that, and you should think of what you write to people. Rape is a very sensitive subject and I know that very well, therefore I wouldn't put up a picture or write something that implies rape in any way.
