Yes, maybe the easiest way is to use Icon Packager (for the explorer windows at least).
For the taskbar, you can follow this guide:
www.howtogeek.com/howto/28847/how-to-customize-your-windows-7-taskbar-icons-for-any-app/
For plain shortcuts, you can just properties -> change icon, and browse for the .ico files.

These icons are separate icon files, not the iconpack to go with that.
You can probably make an Icon Pack installer package as well, but it takes some while (I myself couldn't figure it out last time I tried), or use Stardock's IconPackager and make a package for it using the .ico files I provided.
For the taskbar, you can follow this guide:

Either manually (change the icons on the taskbar one by one, this guide still holds true for W8.1 too: www.howtogeek.com/howto/28847/how-to-customize-your-windows-7-taskbar-icons-for-any-app/), or using programs like Stardock's IconPackager.

Hey, I installed everything and it's awesome! The only thing is that google chrome isn't affected by it. Is there a theme for chrome to make it look more like this? or is there a different process to accomplish this? thanks in advance.

Hey, do you mind making a Razer Cortex icon? It's the only icon I'm missing. By the way, I was pleasantly surprised by the Taiga icon, thanks a lot for that.

You're welcome!
I might, just have to make sure not to forget it!
If I do not update the icon pack on Monday, please do throw an email to yorgash@mailbox.hu to remind me
