This is a backstory, or a Skelebros Anthology comic, it's not set in the same time as Undertale.

The reason we tell backstories is to show key moments of developement, one of them being finding their style. It is natural for real people to go from one to anothe, to slowly put together their signature garderobe with little meaningful details, as they grow up. So it makes these characters more believable and relatable to have them go from medical gowns in lab, through clothes of Asriel and Chara, that Asgore kept in his home, through other things, until they discover THE outfits. And rising suspense and prolonged expecting of doning their game attires makes reader's experience more pleasurable, because you have something to look forward to and once it finally happens, it is like nerdgasm. Hell, every little step, as their choice is getting closer and closer to the final version is a little bit of nerdgasm.
