When Papyrus claims skeletons are soft and cuddly, I imagine it means that their bones have more give to them than actual skeletons do. Like, if you were to hug them it wouldn't feel like hugging a rock-solid frame, if that makes sense. I don't have a lot of evidence except for the scene right before the True Pacifist final battle, where Flowey grabs Papyrus and his arm bends in a place where there's no joint. Obviously that could just be stylization, but, y'know.

That too. Bones are actually quite a bit softer than we like to think when they're alive and inside your body, after all. It's only once they're dead and dry that they become rock-solid.
