I use Gimp 2.6
It's not that easy to explain how to do the eyes, but there's a tutorial by Apofiss and the fox's eyes are made very similiar. Here's the [link]
The fur was pretty easy. You take one of the smallest of the hard brushes and just smear outwardly.

One for the fur, as far as I can remember. But I don't know how many I used for the eyes, could have been one, but at least two should be better.
