The new submission form is pwnful. :3Anyhow, I made this sprite for a competition at PMF. It's abnormally large- 95 by 95, while most of my other sprites are 64 by 64 (the R/S restraints) or 80 by 60 (the D/P restraints).
It's a fakemon.

Quetzalcoatl is just suppose to be a gigantic serpent with bird wings.
this look like an aztec version of the bird on the mexican flag

I've got three words for you: practice, practice, practice. 
...Quick ways to improve are to volunteer for a game project and sprite for them, or go to an awesome spriting forum like PMF where there are contests and tutorials and reviews for the beginning spriter. So you needn't wish-- go out and do it!
