Not the latest piece, but thanks! He is a side character in a 110 episode long OVA series called Legend of the Galactic Heroes that was adapted after the novel of the same title.
The series portrays many characters from two vastly different societies - a long running monarchical dynasty (Galactic Empire) and a democratic nation (Free Planets Alliance). Both nations have been warring with one another for a long time and are about to witness dramatic changes to their own societies as they come into conflict once again. This old man is an admiral in the Free Planets Alliance.
You are correct. The natural light comes from the explosions that are about to engulf him and his crew mates as his battleship sinks.
