Hasn't happened in the main story (to this degree). It just felt appropriate to let Bris post it since it's October and Chapter 5 isn't too far away from being done.
In chapter 4 it was revealed that she has some sort of mutation that she's had supposedly long before she took a dip in the Whitetail Woods. The quote is referencing one of Professor Mercury Switch's lines in regards to that. There'll be more about it in chapter 5.

It's funny how fallout equestria is the only thing that makes me want and never want to be mutations at the same time. On the one hand, BEING A BAD ASS ALL POWERFUL MUTANT ALICORN!!!! On the other, trapped in a hive mind unless you're walking around the most dangerous place full of even more deadly mutation gas.
