Usaiah Cheyenne is the best runner in every category and kilometer, he was born to run and he likes nothing more than to run and that led him to the Pan American Games whose headquarters are in Gotham.
When the competition ended, Usaiah proved to be the best, but the corruption of the games marked him in third place. he completely angered a feeling of revenge and to clear his mind he went for a run.

But then again, the DNA explosion happened and he exposed him, turning him into a mutt-man half-ostrich hybrid with enhanced super legs, a long neck, and a tough beak to crack anyone's skull. Manturong found him and recruited him to his team in exchange for punishing the corrupt who ruined his perfect streak.

I had decided to give him the eye color from the prototype drawing, mainly because I liked it better than just the plain black which would have made him pretty creepy the more I think about it.
