Sin-shumu-lishir (or Sin-shum-lishir), was a usurper king of a part of the Assyrian empire during 626 BC.
According to the inscription of Ashur-Ethel-Ilan "great eunuch Assyria" Sin-shumu-lishir suppressed with the help of his personal army revolt governor of the city. Sin-shumu-lishir as "the king of Assyria" led the fight against Nabopolassar, rose in revolt in Babylonia.

Thank you
There were different eunuchs, if we talk about “kurgarru” (temple priests), they dressed like women and could be compared to transgenders and shemale today, but if we talk about palace eunuchs (who are still men by gender and had male status in society), they had a separate uniform that you see in the artwork. This is not a woman’s clothing, this is a man’s one; it is just that for eunuchs it is longer and more hiding.
Here are examples of the reconstruction of the clothes of eunuchs (beardless) and the men of Assyria.
