I didn't know she was lying at first. It just shows how believable it is. I also think it makes sense that Otto would make it so that only he could shut her down, maybe because he hasΒ a unique bond to her and doesn't want anyone else to be able to control her.Β It seems like she has some artificial intelligence, similar to Jupiter. Are all robots like that in this universe?

No, only Jupiter and Blue have intelligence to that degree. You'll see more average robots as the comic goes along.
