Description
So, I saw a couple height charts for Steven Universe around the interwebz, but the ones I could find only showed the fusions and primary Gem's in relation to Steven.Being curious I decided to throw this together.
All heights are based off of observed scale(between characters(mostly in relation to Steven)) from within the actual show and so far everything seems to match up.

I make no claims to having actually drawn them, only to having pasted them together into an image.

EDIT5: double checked Sardonyx's height. While her height fluctuates between scenes and on average is shorter than Sugilite, Ive noticed both their proportions are a bit odd. Even scaled up to match the taller of the fluctuations, Sardonyx is still shorter than Sugilite. It seems Sugilite has some short legs compared to the rest of her body, while Sardonyx has very long legs as compared to hers. Coincidentally Sardonyx's position on the chart has not moved.

EDIT7.1: forgot to mention, I re-adjusted Jasper's height. Smoky Quartz and Jasper are about equal height(I think Smoky edges her out a bit), and Smoky comes up to about Sardonyx's knee. My old placement had Jasper well above that, so I had to correct Jasper.

Obsidian is the largest fusion depicted on screen.

Just to clarify, the description lists all of the gems in the height chart in height order.

That is a shot I specifically looked at. And I found she didn't just jump onto his head, she jumped onto his neck and head. She also wrapped her legs around Godzilla Steven's neck, further distorting the apparent size difference in that quick moment.
After reviewing all the shots of that short fight, I found Alexandrite's torso to be about the height of Godzilla Steven's neck. Which matches up with how they are placed in the height chart.

Last I checked she's supposed to be about the size of an owl.

I placed her size based on her most frequent and consistent comparable size from the show.
And I've never heard anything about her being owl sized...

That's mainly because I'M comparing her original size to that of an owl.
I mean looking back, she was about 1/2 Steven's height.

Well we are talking about shapeshifters.
Its why I use frequency and consistency as my primary factors.
I guess I could double check though, Its been a while since I placed her. Her current position as smallest on the list may have loosened my thoroughness, and I can't recall completely my reasoning for her height.

From the few times Ive rewatched the episode Im confidant White Diamond has enough comparable scenes to place her, but Im not 100% on the fusions yet.

New problem. As Ive indicated in the description, most of the art work is credited to the Steven Universe Wikia.
Ive only Finalized White Diamond atm(between Sugilite and Malachite), but her wikia image is at an inappropriate perspective for a height chart. In fact Im having trouble finding artwork of her that will work.

The final update for this is going to drastically change the image resolution... :/
Edit3: Never mind about the resolution change. It will change, but not as much as I thought.
Obsidian was SOO big that there was no way to fit her completely and include everyone else.

hope i don't sound like a jerk, (or even worse being sounding like i didn't pay attention to the episode) but didn't reunited show that blue and yellow dwarfed even alexandrite?

Not really.
Reunited and Legs From Here to Homeworld, both showed a fluctuation of sizes within those episodes, and many were at angles that were not helpful for height comparisons. When I last checked there were some scenes in which they were taller, but there were also scenes in which they were the same or even smaller than their current placement.

Shows Connie to be large enough to be, while curled up and not at full height, as tall as the height from Blue's chin to about her eye brows.
In my chart, Connie is already that same height, while standing straight up. Which would make Blue, in that scene, smaller than her current placement in the chart.
Remember, I make my placements based on frequency and consistency, and so far there has not been enough new consistent height differences to warrant a change in placement. Also, Im actually very much looking forward to seeing Yellow and Blue in the same room with White, because White looked taller than Yellow and Blue. But I can't make a confident comparison because all the scenes so far with White were not usable for comparisons. Either due to nothing to compare to, or being at such an angle to make comparison impossible or unreliable.

Reunited is the only episode appearance that might imply that Alexandrite is the same height as the Diamonds, when Blue Diamond appears and attacks Steven. Unfortunately, at no point during her short appearance do we get a scene that can directly compare Blue Diamond and Alexandrite with any degree of accuracy. At best one can make guesses. This height chart only makes comparisons that can be directly applied, or indirectly applied through previous direct comparisons. Scenes with inappropriate camera angles or angles that make measurements near impossible are also not used due to the potential for inaccuracy.
For example, Determining Rose's height by directly comparing the Crystal Gems to the Temple Door, and then directly comparing the Temple Door to Rose is an acceptable means of height placement.
Because Alexandrite and the Diamonds are never in a scene in which they can be directly compared, the only way to compare Alexandrite to the Diamonds is by comparing them both to another character(in this case Steven). The comparisons between Steven, Alexandrite, and the Diamonds has been called into question and debated multiple times here ever since I first made the placement. I have kept them at their current placements because the number of conflicting comparisons are less than the number that support current placement. The Gems are shapeshifters, and because of that I can't make a placement change just because of one or two contradicting outliers.
The most common and frequent scenes place them in the following manner:
Steven's entire height compares to Blue Diamond's face from chin to just above her eyes.
But he can also fit in just the palm of Alexandrite's hand.
When the palm of Alexandrite is compared to the same portion of Blue Diamond face, it results in the current placement.
(I also further confirmed by comparing Greg to Alexandrite from Fusion Cuisine and Steven to Greg)

There has only been one scene, one person to compare to, and all at odd angles that make the comparison potentially inaccurate.
Presumably we'll be seeing more of White in the upcoming episodes. Hopefully we'll get better comparison chances then.

The only thing that annoys me height-wise is Pink Diamond, because in Jungle Moon she was shown to be Stevonnie's size, which would make her smaller than her quartz soldiers. And now she's randomly taller? I get that animation is hard, but this is pretty significant.

The Jungle Moon Dream actually doesn't hold as much weight comparatively to the Earth Moon Dream.
In the Jungle Moon Dream Stevonnie started out small enough to stand full height on Yellow's shoulder and was positively tiny.
She started getting bigger as the dream progressed and even at the end her comparison to Pink was only through a reflection, which may not have been an accurate comparison. This is further supported by my comparison between Stevonnie and Pink's Gem which I mistook as meaning the Pink is Rose theory is impossible rather than simply the Reflection being bigger than Stevonnie.
The Earth Moon Dream and Pearls Memories, however, are comparatively consistent.
