This is great but after I expanded I didn't know what you meant by delete. The color on the outside of the line art is still there so how do I get that cleaned up?? If you don't mind explaining

I have a question. I might buy a drawing tablet, but it would be a really cheap, 4x3 inch tablet, under $20. Is there any hope of drawing anything decent with something like that?

I wouldn't buy such a cheap tablet ;
Try to look for a WACOM one, they are the best on the market right now.
They just released the Wacom Bamboo, it;s fairly cheap around $80 dollars or less, and you get a great tablet for it in return.
Never ever buy a Trust tablet, they really suck.

You do have a tablet right? If so, re-install it and try again. Sometimes it doesnt work the first time

i found it frustrating that this tutorial continually reserves instruction. i have no background in outlining or anything like that; but i do have a fairly cohesive knowledge of photoshop. maybe i'm unusual in this. anyway. i'm filing this away until it is explained more fully. sadly, i think i need to be babyed.

in the 4th step what shouΔ±ld i do delete? the colouring layer? if so, i did it and it deleted all the colours :S

Then the selection is probably not closed. if there is a small open space in the selection it will select everything...

Well, this is helpful ! <3 Just one question..If I wanna start off with a traditional sketch just like you do with a digital one, how do I open it on a layer above the backgound ? Cuz if I let it as a background, when I delete it the background wouldn't be white as it should x.x

Open the file, then select the background layer with the traditional sketch in it and copy and paste it. It should automaticly be pasted in a new layer
Then all you have to do is delete the background layer ^_^

if you buy a Wacom sketch tablet you can get a free Photoshop elements program with it, although those cost about $250 (its def worth it though!). You can buy elements on its own I beleive. It does the same thing as the more expensive ones and its a LOT cheaper! Although if you are going to do cartoon work a sketch tablet would be the way to go. Also you should ask your friends if they have a photoshop program so you can possible borrow the disk and have it for free. hope that helped!

I have no idea how you do the outline. I resize the image, and it just gets bigger. no outlines at all. maybe it's because my pic is more of a lineart than a sketch...?

You have to start outlining yourself after you made the image bigger, you have to trace the whole picture yourself in a new layer

When I open a sktech (well more like a black and white drawing), it automatically puts it as background. how can i change that? I read in one of the comments about copy-pasting it into a new layer, but how can i do that?

It will always open a sketch you scanned in as a background layer. Just select the whole image (ctrl+a) and then copy and paste, it will automaticly create a new layer with your sketch :3
Now you select the background layer again and press delete so it's empty =3
