From all the robot masters I remember, they’re either 1, 2, or both.
You can try to argue about one robot master that doesn’t fit both descriptions. You may consider sheep man, but I consider him as BIG. You may also try to name Centaurman, but he can be considered as both because his top half fits description 1 while the other half is horse, which is a BIG HORSE.
I usually get some MEGA NERDS to argue with me and I’m waiting for this one guy who comments on like almost everything Megaman related and say some nerdy Megaman shidz. You know who you are
