If you check the folder where PSP put the brush, you should find a PspScript file that refers to it. Zip that with the Brush and upload the zip, and people should be able to install both to their Brushes directory and have it work.
It's a pretty cool brush (I've adapted a script to use myself, per your stats.) Nice to see a brush with variation on here, instead of just the "stamp" types.

so where exactly does that go when you download it? just curious...do you put it with the brush in your brushes folder?

Yup! Same folder. Then the brush list should pick it up, taking the name from that file and loading the variance settings. (Though I've found it's a bit finicky, at least in PSP XI, and often the Resource Manager needs to be opened and then closed to trigger a refresh.)
